Disproportionate power has been given to the political class. It's time to decentralise and give true power back to the people. To start with, no article 71 privileges. All public sector worker should be paid by account general - no one should be paid from the consolidated fund. Remunerations for politicians (both appointed and elected) should be voted for by the people during general elections - not committees set up by the same politicians. DCEs should be voted for, candidates should be permanent residents of the locality, and they should be responsible for their own IGFs and using it to develop their communities the way they deem fit - no central government interference. No one should be allowed to stand for a member of parliament of area they don't reside in and don't have their economic activities at, for at least 5 consecutive years. And people should be allowed to censure and remove their representatives (MPs) if they are not representing their interests at any time.

Parts of the constitution to be amended, for example, vote for MMDCE's. Advertize for Auditor General, Chairperson of Electoral Commission etc. positions. Vet interested persons and approve by 2/3 majority of Parliament. Remove them through same means.
